Under general direction, performs a variety of duties in providing quality assurance on design and construction projects; performs quality assurance audits, audit checklists, design reviews, submittal reviews, contractor design reviews  and interfaces with design and construction personnel; provides timely analysis, studies, reports, surveillances, and audits; monitors and reviews work of consultants and contractors; provides QA oversight of Systems engineering design, integration, and construction work including; communications system, civil/systems integration, signals, and/or electrical systems design; ensures quality on qualification testing, acceptance testing, warranty, and contract close-out systems engineering;  serves as a technical expert for a variety of tasks related to quality assurance on design and construction packages.

Must have experience with railroad signal systems design, equipment, and rail transit operations.

 Essential Functions: The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

  • Performs system design reviews on contract documents, specifications and construction submittals for quality assurance (QA) to ensure compliance to established Agency technical procedures, standards and criteria regarding systems engineering, performs QA review on necessary system designs, analyses, and reports produced to ensure completeness, accuracy, and compliance with Agency policies and design criteria, design plans and contract documents for system design errors, construction issues, conflicts, and interface coordination; writes comments and assessments of results; and signs off when comments have been addressed.
  • Oversees the application of system design criteria, engineering standards, technical criteria, and quality control procedures. Conducts QA surveillances and audits; reviews construction manual, specification checklists and master specification submittal list; performs oversite inspections; develops checklists and reports on QA audits, construction surveillances and assessments, prepares QA documentation; and coordinates changes to construction quality plan.
  • Interfaces with other Agency departments, construction contractors, design consultants and third parties to discuss quality status; reviews, analyzes, and reports on quality issues in the design, construction and operational phases of projects; and analyzes and reports on nonconforming issues and corrective actions.
  • Ensures system integration is in compliance with Agency policies and procedures and that all objectives are successfully met; supports system integration testing and qualification of all line segments as they are transitioned from civil/systems construction to operations.
  • Provides support to the Division and key stakeholders on matters as directed; participates on a variety of committees as assigned; attends and participates in professional group meetings; maintains awareness of new trends and developments in the fields related to area of assignment; ensures processes, policies and practices are interpreted and applied consistently and effectively; ensures accountability and compliance with all current and applicable state and federal laws, Agency policies and procedures, rules and regulations.

 Minimum Qualifications: Education and Experience:
Bachelor's Degree in electrical engineering, mechanical engineering, or closely related field and eight years of experience in electrical/civil engineering of construction related projects that includes heavy project management and civil/systems integration experience; preferably in a transit/traffic or systems engineering environment; OR an equivalent combination of education and experience.

Required Licenses or Certifications:
Possession of a valid Washington State Driver's License. 

Required Knowledge of:

  • Railroad signal systems design, equipment, and rail transit operations theory.
  • Electrical and electronic engineering theory, principles, application and state of the art design methods.
  • Operational characteristics, services, and activities of assigned systems engineering projects/programs.
  • Principles and practices of systems engineering, design, and construction.
  • Principles, practices, methods and techniques used in the installation, troubleshooting and maintenance of systems and applications, and of software development lifecycle.
  • Principles and practices of vehicle design, traction electrification, and signals communications.
  • Principles and practices used in performing quality assurance and control on design and construction projects.
  • Establishing and maintaining effective working relationships with other division staff, management, vendors, outside agencies, and the general public.
  • Complex principles and practices of structural engineering.
  • Pertinent federal, state, and local laws, codes, and regulations, including fire codes, national electrical codes, FRA rules, ATPA, and local codes.
  • Project management and scheduling techniques.
  • Recent developments, current literature, and sources of information related to innovations and trends in system engineering design and development.
  • Techniques to work effectively under pressure, meet deadlines, and adjust to changing priorities.
  • Principles of business letter writing and basic report preparation.
  • English usage, spelling, grammar, and punctuation.
  • Modern office procedures, methods, and equipment including computers and computer applications such as word processing, spreadsheets, computer aided drafting and databases.

Required Skill in:

  • Organizing and leading groups of professionals in developing designs and resolving issues.
  • Performing quality assurance and control on design and construction projects and perform required quality audits and field inspections.

  • Applying appropriate oral and written communication skills to various individuals ranging from Agency employees, engineering consultants, and local, state, and federal agencies.

  • Utilizing personal computer software programs affecting assigned work and in compiling and preparing spreadsheets and reports.
