REQUEST FOR PROPOSALS FOR CDBG-DR ENGINEERING SERVICES FOR
THE CITY OF GRACEVILLE FOR A FFY 2022
COMMUNITY DEVELOPMENT BLOCK GRANT DISASTER RECOVERY PROJECT
DEO AGREEMENT #M0112
The City of Graceville hereby requests proposals from qualified individuals or firms to provide engineering services for a Florida Community Development Block Grant-DR (CDBG-DR) project in the Disaster Recovery category.
The City has been awarded Florida CDBG-DR DEO agreement #M0112 in the amount of $6,347,700.00, therefore, procurement, and contracting will follow CDBG regulations.
Funding has been approved to harden the sanitary sewer system throughout the city.
This will include bypass pumps and permanent emergency electrical generators at six (6)
existing lift stations as well as the replacement of the existing emergency electrical generators with new combination by-pass pumps and permanent emergency electrical generators at three (3) additional lift stations. Locations shall include Martin Ball Park, Millcreek, Bailey, Highway 77, Vanity Fair, Ezell, Huckleberry, Dove, Juvenile Justice, Prison, and Waste Water Treatment Facility Lift Stations. Additionally, the project will also include the replacement of the emergency electrical generator at the wastewater treatment plant and the rehabilitation of nine (9) lift stations and installation of new SCADA communication system serving the entire sanitary
sewer system. The sanitary sewer system experienced overload from Hurricane Michael in which many lift stations went offline and were not pumping causing sewage back up into
houses and onto the streets.
With a low to moderate (LMI) of over 73% this project qualified as a LMI national objective and has no leverage funds. This project will take place at various sites throughout the city and is considered a city-wide project.
Contracts funded in whole or in part through other funding sources such as the Florida Rural
Infrastructure Fund may be entered into from this solicitation.
Engineering Services for this project will include bidding, construction administration,
and resident observation services.
Proposals will be accepted on an equal competitive basis. No bid or proposal will be accepted from individuals or firms placed on the convicted vendor list following a conviction for a public entity crime.
The evaluation criteria that will be utilized in the selection of the engineer are as follows:

grant programs; 20 pts.
