Environmental Compliance Specialist
The City of Eugene Public Works Wastewater Division is hiring an Environmental Compliance Specialist to join their Team!
The Environmental Compliance Specialist performs a variety of duties related to commercial business and industrial user waste monitoring, source control, and industrial pretreatment programs and stormwater programs including calculating and developing wastewater pretreatment and stormwater permit limits and conditions; scheduling, sampling, evaluating analytical results and pretreatment and stormwater permit compliance, evaluating non-compliance, and possible enforcement actions; communicates with industry representatives and conducts site surveys and compliance inspections; performs professional work in municipal industrial pretreatment and stormwater programs.

Examples of Duties Performed - Duties may include but are not limited to the following:
- May be assigned to commercial business or industrial user areas.
- Writes and issues discharge permits, determining permit duration and limits on regulated pollutants.
- Evaluates and researches industry applications and industrial processes; prioritize and schedule inspections; performs field inspections and water quality investigations to ensure permit and regulatory compliance; participates in the evaluation process and recommends conditions of permits; evaluates industrial self-monitoring reports; prepares inspection reports.
- Writes reports describing findings of inspections and water quality investigations.
- Perform monitoring and sampling activities needed to determine industry and commercial business compliance.
- Read and interpret a variety of maps, architectural and engineering drawings, construction plans, blueprints, and other technical material, such as specifications and maps; produces maps.
- Implements and enforces City code that is based on compliance with State and Federal regulations regarding pretreatment and stormwater activities.
- Consults with commercial business or industry representatives and provides assistance with code interpretations, pretreatment and stormwater needs, technology, and pollution control plans; assists industry representatives with compliance issues.
- Prepare and issue notifications of non-compliance and initiate enforcement actions as needed.
- Maintains industry files and records in accordance with State, Federal, and City program requirements.
- Performs work in a manner that is consistent with safety policies and procedures, mitigates and corrects hazards, and performs safety inspections.
- Coordinates duties with other Wastewater Division activities and personnel, City and external agencies, and/or vendors.
- Operates a variety of computer hardware and software systems.
- Researches and evaluates processes and procedures; may develop and draft procedures and guidelines.
- Acquires knowledge through researches or training about developments and trends in the assigned specialty.
- May be assigned individually or as part of a project team; may participate on design review teams and provide guidance in the area of expertise.
- Keeps equipment neat, clean and properly stored; cleans up spills in work area.
- May be assigned to committees in support of division, department, or City-wide activities or services.
- Actively supports and respects diversity in the workplace.
- Performs other related duties as assigned.
Qualifications:

A typical way to obtain the knowledge and abilities would be:
Experience: Two years of recent, relevant experience to achieve knowledge, skills, and experiences directly related to Industrial Pretreatment and/or Municipal Stormwater Monitoring.
Training: Associate’s degree in engineering, physical, biological, and/or ecological sciences or related area.
License or Certificate: Possession of or ability to obtain, and maintain a valid Oregon State driver's license with appropriate classification or endorsement as determined by the equipment operated.
The ideal candidate will have:
Knowledge of:
- Industrial and wastewater treatment systems techniques, terminology, methods, testing procedures and equipment.
- Technical processes of environmental protection, enhancement and control, and management of natural resources.
- Spill plans, hazardous material management practices and programs, stormwater pollution control plans, pollution prevention or other best management practices.
- Spill response programs associated with sewer collection and treatment systems.
- Safety rules, policies, and practices.
- Principles and practices of wastewater treatment Systems.
- Scientific analytical methods and processes.
- Rules of evidence and chain of custody.
- Laboratory principles and procedures.
- Sampling methods, practices and processes.
- Quality Assurance/Quality Control procedures and requirements.
- Federal, state, and local laws, procedures, and regulations governing a variety of specific environmental or natural resource programs.
- Personal computer hardware and software systems related to the program area.
- Applicable tools for area of assignment.
Ability to:
- Understand plant processes and systems.
- Analyze and make recommendations regarding environmental data and sampling results; recognize and resolve discrepancies in data.
- Operate, maintain, and troubleshoot specialized equipment specific to the program area.
- Maintain written and automated records and reports; research and draft technical reports; develop and maintain spreadsheets and databases.
- Read, interpret, and follow technical document and manuals, including but not limited to: blueprints, piping schematics, maps, engineering or construction plans, and scientific journals.
- Work independently with minimal supervision.
- Communicate effectively, both orally and in writing, particularly in the technical language of the specific program area.
- Physically enter and work in confined spaces.
- Wear personal protective equipment including steel toed boots. Work in rough terrain, manholes, and sewer performing very physical and strenuous work under hazardous working conditions.
- Be available and respond for emergency call-back and work shifts as assigned.
- Diagnose problems and troubleshoot.
- Use maintenance management system software for work requests and preventive maintenance assignments.
- Follow instruction and procedures including emergency procedures.
Salary Range: $30.46 - $37.96 / hourly; $63,356.80 - $78,956.80 / annually
