Position Purpose: GIS Analyst: This position is responsible for the more complex GIS tasks including, but not limited to; GIS analysis, geo-processing, model building, database design, ArcGIS Enterprise administration, and training of internal staff on GIS applications, including mobile GIS. This position will help find solutions to streamline the more repetitive GIS tasks, as well as keeping up on new technologies, trends, and practices in the GIS industry. This position provides guidance to the GIS Technicians and training/technical support to cooperative personnel.
Senior GIS Analyst: This position is responsible for the long term development and promotion of the cooperatives Geographic Information System. The Senior GIS Analyst leads GIS projects and exercises functional and technical leadership, including assignment of tasks, developing internal standards and procedures, making sure that tasks are completed on time, and QA/QC of those tasks. This position provides guidance to the GIS Analysts and Technicians and training/technical support to cooperative personnel. This position is identified as a Critical Infrastructure Protection (CIP) related position, which may allow physical and/or logical access to Bulk Electric System (BES) cyber related assets or systems.
Qualifications:
GIS Analyst: To perform effectively in this position, the incumbent must have demonstrated experience with advanced use of ESRI’s GIS application software and relational database management system (RDBMS). Familiarity with cartographical principles and basic understanding of legal descriptions is also required. This is acquired through completion of a four-year degree in geography, geographic information systems, or land surveying, and six years of related GIS work experience. The incumbent must have a working knowledge of various GIS data formats, coordinate systems, land surveying concepts & terminology, GPS, photogrammetry, and AutoCAD. The incumbent must be proficient with personal computers, Microsoft Word, Excel, Outlook, and Esri ArcGIS software products. The incumbent must be able to demonstrate effective written and verbal communication skills.
Senior GIS Analysts: To perform effectively in this position, the incumbent must have a working knowledge of various GIS data formats, coordinate systems, land surveying concepts and terminology, GPS, photogrammetry, and AutoCAD. This is acquired through the completion of a four-year degree in geography, geographic information systems, or land surveying, and 10 years of related GIS work experience. The incumbent must be proficient with personal computers, Microsoft Word, Excel, Outlook, and Esri ArcGIS software products. The incumbent must be able to demonstrate effective written and verbal communication skills.
Typical Physical/Mental/Environmental Demands: This position requires frequent sitting and use of keyboard/computer; and occasional standing, walking, stooping/bending, climbing stairs/ladders, kneeling, lifting/carrying up to 50 pounds, reaching, crawling, and pushing/pulling up to 50 pounds. This position must be able to operate a motor vehicle. This position requires good color vision and hearing, finger dexterity, the ability to perform close work, and the ability to speak. The incumbent must be able to analyze data/reports, conduct research, implement recommendations, develop plans, accomplish goals, present information to others, and work under pressure. This position is occasionally exposed to dirt/dust, chemicals, extreme heat/cold, vibration, noise, and poor ventilation when working in field conditions.

This is accomplished by maintaining technical competence regarding the theory, design, and application of electrical, instrumentation, and control equipment, managing and interfacing with Maintenance regarding preventive maintenance (PM) and predictive maintenance (PdM) techniques, and troubleshooting electrical, instrumentation, and control equipment to develop reliable, cost effective solutions.

Typical Physical/Mental/Environmental Demands: Requires constant hand coordination; frequent sitting, standing, walking, use of computer/keyboard, and climbing stairs and ladders; occasional bending, low level and elevated activity, lifting and carrying up to 50 pounds, hand grip up to 25 pounds, reaching above and below shoulder level, crawling, use of tools, foot controls, and turning of valves. Requires finger dexterity, ability to perform close work, binocular vision, color vision, hearing, and the ability to speak. Requires the ability to analyze data, conduct research, implement recommendations, develop plans and goals, present information to others, and work under pressure of time constraints. Over 80 percent of the day is spent in an office environment. Exposed occasionally to dirt, dust, chemicals, extreme heat and cold, vibration, noise, poor ventilation, electrical risks, confined areas, and working at heights up to 150 feet. Incumbents are required to wear dust masks, respirators and full face Scott Air Paks when necessary. Travel is required to meet with vendors and for training.
