Entry level engineer/designer providing technical engineering services to the public/developers with respect to design, review and construction on smaller scale, lesser scope development projects with oversight from the Development Engineering Supervisor and other staff when appropriate.  Principal accountabilities include:

  • Disseminating public information concerning projects and development requirements.
  • Reviewing small scale residential, short plats, mult-family, and commercial developments from both an operational and environmental standpoint. Accountable for the resolution of conflicts and issuing Department of Public Works approvals.
  • Coordinating developer installed improvements, including pre-construction meetings with developers.

This is a temporary, fully benefited position with funding to December 31, 2018.

Essential Functions

  • Provides technical engineering information to the public and other departments including procedures, fees, permits and construction standards.
  • Reviews and approves plans of smaller scale, lesser scope developments requiring approval of the Department of Public Works for compliance.
  • Establishes bonds and authorizes release upon completion of requirements.
  • Performs field inspections when required.
  • Works with inspection staff to coordinate and document field changes.
  • Maintains knowledge of current construction codes and changes in industry standards related to construction material and procedure developments.
  • Prepares project status reports for proper coordination and scheduling of projects.  Prepares or approves final acceptance report upon project completion.

Skills and Abilities

Must possess effective written and oral communication skills, with the ability to work with the public, developers, and contractors in a knowledgeable and professional manner.  Must have proficient research and documentation skills.

Minimum Qualifications

  • Bachelor of Science in Civil Engineering or closely-related field; or combination of education and work experience may be substituted as equivalent.
  • Proficient in use of all office equipment including personal computers and related software applications.
  • Valid Washington State driver's license.     

Hours of Work

8:00 a.m. - 5:00 p.m., Monday - Friday

Working Conditions & Physical Activities

Primarily office work, but duties will require some field work both in street rights-of-way and on construction sites under varying weather conditions.

Union Affiliation

As a condition of employment, must become a member of the American Federation of State, County, and Municipal Employees Union (AFSCME) within 30 days of employment or meet alternate regulations as set forth in the Agreement between the Union and the City.
