Under the general supervision of the Director of Campus Planning and Development, the Project Manager is responsible for the administration of major and minor capital improvement projects as assigned, from design approval through construction and final inspection, with some involvement during the warranty period. Provides business administration and management services, and performs in an expeditious and economical manner consistent with the Universitys interests. Assures compliance with all CSU, State and Federal requirements for new construction and renovation projects.

Knowledge, Skills and Abilities

ESSENTIAL DUTIES AND RESPONSIBILITIES include, but are not limited to, the following:

  • Administers a variety of assigned capital improvement projects with varying scopes.
  • Manages project budget and defines other design and construction parameters in accordance to the CSU Construction Phase Manual. Acts as administrator for Design Build Team and Special Inspection contracts. Monitors expenses and change orders against budget. Provides Campus Planning and Development Director recommendations for contractors requests for changes and payment requests per CSU standards and regulations.
  • Oversees and documents general contractors daily construction activities and issues. Tracks project schedule from design approval through construction and project closeout. Recommends and advises regarding safety issues, temporary project facilities, and general requirements.
  • Develops, initiates and ensures timeliness of cost request bulletins, field instructions and change orders.
  • Coordinates campus-wide construction design reviews, walkthroughs, construction progress meetings. Coordinates regulatory agency reviews and inspections. Coordinates and communicates with end users as needed throughout construction.
  • In collaboration with the architect and/or engineer, ensures that procedures for expediting the processing and approval of shop drawings, product data, samples and other submittals are implemented.
  • In conjunction with the Inspector of Record, ensures contractors compliance with the contract requirements, quality control and satisfactory performance.
  • Manages project closeout in finalizing change orders, following up with warranty items and punch-list completion, and calculation of release of retention in compliance with CSU regulations.
  • Acts as liaison between Campus Planning and Development and other departments, including end user during the construction phase. Responsible for all notifications that will impact the surrounding area or circulation.

Knowledge and skill in contract administration, both in the design phase and construction phase of a project. Understanding of construction sequencing of major design build capital improvement projects. Working knowledge of architectural services, estimating, and construction specifications. Working knowledge of California Building and Safety Codes applicable to construction projects. Technical skill in reading and interpreting specifications, drawings, surveys and studies. Skill in performing on-site inspections and meetings to evaluate work in progress and investigate problems such as design interpretation or cost modifications. Ability to collaborate with design build team using Procore (project management software) construction management software. Ability to analyze problems, to reach practical and logical conclusions, and to make recommendations for changes. Ability to research, review and evaluate proposed plans. Ability to gain acceptance of recommendations and decisions; develop and maintain effective, cooperative-working relationships; to write clear and concise reports. Ability to plan, organize and prioritize work with multiple deadlines. Excellent management, administrative, organizational and interpersonal skills with demonstrated experience in managing multiple complex projects and diverse teams. Good oral and written communication skills in all media. Team-oriented and collegial management style. Extensive knowledge and experience of methods, procedures and practices typically found in project management, contract management and construction related California building and safety codes. Working knowledge of architecture, construction management, structural, mechanical, electrical and civil engineering. Ability to read, understand, interpret and work from plans, drawings and specifications. Demonstrated ability to prepare or assist in the preparation of cost estimates, construction specifications, drawings, contracts, records, presentations and reports. Ability to be effective in a fast paced, dynamic environment with frequently changing priorities. Operational knowledge and ability to use computer programs in a PC or Macintosh environment. Knowledge of scheduling software used by the construction industry.

Minimum Qualifications


Equivalent to a bachelors degree from an accredited college/university with a major in a related field AND five (5) years of progressively responsible experience, such as managing the activities of a building design and construction operation and/or managing projects.

Required/Specialized SkillsPreferred Qualifications


Must have a construction manager or general contractor background. Demonstrated ability to work in a high-pressure, fast paced, multitask environment. Ability to anticipate obstacles and complications with demonstrated communication ability to achieve positive results. Demonstrated ability to address the essential functions associated with this position including the knowledge and abilities identified above. Demonstrate experience on projects with a construction value over $10,000,000, within the past five years.

May require occasional evenings and/or weekend work.


This position requires, but is not limited to, performing work indoors and outdoors in a variety of local weather conditions and environments, with responsibility for site inspections. The position would also include a typical office environment with standard equipment and tasks. Position is required to work at a computer/video display terminal and desk for extended periods of time. There is required travel between campus offices, work sites and off campus locations.
