GENERAL DESCRIPTION:

  • The primary focus of this position is related to marketing, sales, and proposals for Government clients, primarily in support of Army, Navy, Air Force, etc. programs and requirements. The Federal Infrastructure Business Development Executive will be assigned lead responsibility to the Department of Defense Infrastructure market. 

GENERAL DUTIES:

  • Conduct client and competitor market research and analysis
  • Develop Prime and Subcontract pursuits
  • Organizing and coordinating Trade Show participation
  • Develop Account Prospecting Plans
  • Develop Account Capture Plans
  • Assemble, coordinate, and manage Account Capture Teams and Pursuits
  • Conduct Competitor and Win Probability analysis
  • Develop and execute Sales Call Plans
  • Conduct Price-to-Win Analysis
  • Develop Value Propositions, and Pricing and Win-Strategies
  • Prepare Proposal Executive Summaries and support proposal development efforts
  • Participate in Proposal Blue, Pink, Red, and Silver Team Reviews
  • Coordinate, manage, and participate in Industry Trade Shows.
  • Identify and coordinate Teaming Partners, including SBEs
  • Identify and manage Prime Contracting and Subcontracting opportunities

 

MINIMUM SKILL REQUIREMENTS :

  • Must be a "closer" and not just a "relationship manager"
  • Demonstrated record of successful business development efforts leading to significant revenue
  • A minimum of 10 years' experience successfully capturing and proposing Infrastructure projects for the Federal Government: DoD, GSA, OBO (State Department), USACE, NAVFAC, FEMA, DOT, FAA, etc.
  • Strong knowledge of infrastructure business lines to include: Architecture, Engineering (MEP, Structural, Civil), Transportation (Highway, Bridge, Aviation), Geosciences (Mapping, drilling, testing).
  • Demonstrated knowledge of business lines including, pipeline (addressable Federal market), competitors, fee structures, and ability to support (business line specific) proposal and contract teams.
  • Position requires ability to work with INFRA Market Sector Leaders in order to align existing assets with Federal opportunities. It is critical that the BDE can create an overarching "Federal" strategy, which includes guiding marketing (SF 330's, etc.) and pursuit opportunities.
  • Candidate will be both the external and internal champion for the Federal market and must be able to present to both clients and the C suite to gain approval for initiatives and budget.
  • Candidate must have a working knowledge of the revenue structure of projects and be able to work with internal finance to plot revenue and identify key milestones.
  • Develops plans and budgets with Industry Executive and Director of Business development to meet business plan and financial targets
  • Demonstrated ability to oversee and manage multiple complex bids and proposals
  • Knowledge of current "best practices" related to marketing, proposals, presentations; and, memberships in Federal and professional associations related to Infrastructure
  • A Bachelor of Science Degree in Architecture, Civil Engineering and/or Business is preferred
  • Special training/past experience in business development and proposal development.  Additional MBA preferred.
  • Excellent verbal and writing communication skills (may be requested to submit past examples of written exhibits).
  • Possess a working list of potential teaming partners
  • General knowledge of FAR and DFAR Regulations

SECURITY REQUIREMENTS

  • Applicant will be subject to a security investigation and must meet the eligibility requirements to obtain and maintain a security clearance issued by the US Government. In addition to the security clearance, this position may require an additional background screening for base access.
