JOB DESCRIPTION

The Engineering Division of the Department of Building and Development is seeking qualified candidates for a full-time Engineering Technician specializing in Stormwater Management. This position implements field quality control pertaining to Stormwater Management Best Management Practice installation and acceptance through field inspections and review of third party inspection reports. The Engineering Technician will also conduct lower complexity stormwater plan review and permitting functions to support the County's Virginia Stormwater Management Program (VSMP). Both the field inspection and plan review component require the ability to ensure compliance with the Virginia Storm Water Law and Regulations, local ordinances/design standards and best engineering practices. This position will require that the incumbent work directly with applicants, developers and contractors and communicate ideas clearly, concisely and effectively in order to develop and maintain effective working relationships. The Engineering Technician must also be able to enter information into and manage both State and County databases that pertain to the VSMP.
JOB REQUIREMENTS

Requires a high school diploma or equivalent and six (6) years of experience related to stormwater management, engineering or a related field. General knowledge of County and State stormwater management laws and ordinances as well as a general understanding of the principles, practices and techniques of civil engineering is preferred. Ability to use automated systems and equipment is required.
SPECIAL REQUIREMENTS

Must have or obtain Certification as a Virginia Stormwater Management Inspector within one year of employment. Acquiring certification as a Stormwater Management Plan Reviewer within 2 years is desired. Applicants must be able to inspect active construction projects, sometimes on wet ground or in adverse weather conditions, often requiring significant walking or crawling through tight spaces, and climbing into manhole structures.
